Abstract: 

The article focuses on the development of a locomotive complex management system and the formation of a locomotive fleet capable of fulfilling the stated scope of work with minimal technical and technological losses. It presents the technology underlying the creation of a system of support and decision-making for the optimal formation of trains at the test site.

The analysis of the state of the locomotive fleet on the road network and, in particular, in the Far Eastern Railway shows that a significant number of locomotives have indicators that do not meet the required performance characteristics. To fulfill the declared volumes of transportation is possible only taking into account complex measures to increase the reliability of traction rolling stock. One of the ways to reduce unscheduled repairs and increase the level of reliability is the technology proposed in the article. Long-term research in the field of development of the methodology of building control systems, as well as the accumulated experience of practical work in this direction allow us to formulate the basic requirements for the creation of high-tech and multi-criteria control systems. These developments are premised on the basis of complex control systems and modern systems of building management architecture.

The main attention is paid to the justification of the requirements and the very approach to improving the technology of forming the operating fleet of tractive rolling stock, taking into account the maximum elimination of the production losses. In addition to solving the main task, the technology under consideration can become a prerequisite for the development of the next stage – a «digital test site» with the possibility of optimal management of information and technical and technological resources.
