Review procedure for science article manuscripts

All scientific articles submitted to the editorial office of the journal are obligatory to undergo double blind peer review (the reviewer does not know the authors of the manuscript, and the authors of the manuscript do not know the reviewers).

Reviewing of articles is carried out by members of the editorial council and editorial board, and invited reviewers that are leading experts of Russia and other countries in the relevant field of knowledge. The decision on the selection of a reviewer for the examination of the article is made by the editor-in-chief, deputy editor-in-chief, science editor, managing editor. The review period is 2-4 weeks.

Based on the results of the manuscript review, the reviewer makes recommendations on the future of the article (each decision of the reviewer is justified):

– the article is recommended for publication in its present form;

– the article is recommended for publication after correcting the deficiencies noted by the reviewer;

– the article needs additional review by another specialist;

– the article cannot be published in the journal.

If the review contains recommendations for correcting and finalizing the article, the editorial board of the journal sends the text of the review to the author with a proposal to take them into account when preparing a new version of the article or to argue them (partially or completely) with reason. The finalization of the article should not take more than 2 months from the moment of sending an electronic mail message to the authors about the need to make changes. The article improved by the author is sent for review again.

In case of the authors’ refusal to modify the materials, they must notify the editorial board of their refusal to publish the article. After 1 month from the date of sending the review to the author, in the absence of information from him, the editorial office removes the article from the register and sends a corresponding notice to the author.

If the author and reviewers have insoluble contradictions regarding the manuscript, the editorial board has the right to send the manuscript for additional review. In conflict situations, the decision is made by the editor-in-chief at the meeting of the editorial board.

The decision to reject the manuscript for publication is taken at the meeting of the editorial board in accordance with the recommendations of reviewers. An article not recommended for publication by the decision of the editorial board is not accepted for reconsideration. The publication refusal notice is sent to the author by e-mail.

After the editorial board accepts the decision to accept the article for publication, the editorial board informs the author about it and specifies the terms of publication.

The presence of a positive review is not a sufficient basis for the publication of the article. The final decision on publication is taken by the editorial board. In conflict situations, the decision is made by the editor-in-chief.

The editorial staff is obliged to provide reviews to the authors of the manuscripts for their acquaintance and at the request of the expert councils in Higher Attestation Commission.

The editors assist the authors of the articles accepted for publication in the final editing of the materials to be published in the journal. The editorial staff reserves the right to independently make editorial (design) corrections in the articles accepted for publication. Articles, proofreadings and other materials sent and handed over to the editorial board, including feedback and reviews, are not returned to the authors.

The original reviews are stored in the editorial office of the journal for 5 years.
